  Concrete fails due to the fact that it has water in it when it is mixed. The water that is not consumed during the hydration process(concrete mixing) comes out of the concrete as a vapor during the 28 days that it is curing. This sets up porosity and micro-cracking in the concrete that establishes points of entry for the environmental and manmade solvents that weaken the concrete and for freeze thaw cycles to cause the concrete to breakdown prematurely.
   This same porosity establishes itself throughout the volume of the concrete thereby allowing water in the form of a liquid and/or vapor to pass from one side to the other. This is why concrete effloresces or dusts continuously. IF YOU HAVE A DUSTY BASEMENT YOU HAVE A WET BASEMENT. For every 2 square foot area in a basment or floor one gallon of water is passed as a vapor every 24 hours. That ends up being alot of water.
 As this water migrates from one side of the concrete to the other it pulls with it all the unhydrated Portland Cement. It is estimated that between 40% and 60% of the Portland cement never becomes motar and remains as a dry material only to be pushed out of the concrete in solution with the migrating water. This causes the concrete to move from a Ph of 12 to a PH of 3, from an alkali to an acid. The farther down the Ph scale the concrete moves the weaker it becomes. Â

Heavy rain fell across parts of the Midwest during the first two weeks of June, causing the floods in 15 years and numerous new record river crest levels that led to widespread flooding in the area. The worst hit state was Iowa, where 83 of its 99 counties were declared disaster areas. According to reports, the heavy rainfall caused nine rivers across Iowa to be at or above the previous record flood levels. The floods affected 36,000 people and submerged millions of acres of land. It has been reported that Iowa's losses are estimated to be in the billions of dollars.
